The Indira Gandhi National Open University (IGNOU) offered Doctorate of Philosophy (Ph.D.) and Master of Philosophy (M.Phil.) Program for the Academic Year 2017 – 18 as stated in the subsequent Paragraphs. Indira Gandhi National Open University shall release in January 2017 an Indicative / a Detailed Notification in respect of admission into Doctorate of Philosophy and Master of Philosophy Programs to be offered at different School of Studies forming part thereof.

The Indira Gandhi National Open University (IGNOU) , Candidates shall have the Application Forms provided in the Admission Prospectus that shall be filled through Two Steps Part A & Part B. Therefore, we would like to advise the Candidates to carefully read the Instructions for Admission mentioned in the Information Bulletin. The University advertises for Research Programs Twice A Year, once for the January cycle and Second Time for the July Cycle.
The Indira Gandhi National Open University Master of Philosophy / Doctorate of Philosophy Committee underlines the Eligibility Criteria and other Relevant Instructions for admission into the said M.Phil. / Ph.D. Programs as explained in the subsequent Lines.
A Candidate is Eligible for Admission and Registration for the Master of Philosophy (M.Phil.) / Doctorate of Philosophy (Ph.D.) Program provided he / she has qualified:
(a) For award of Master’s Degree of any recognized University / other Qualifications recognized as Equivalent thereto in such fields of Study as are notified for the purpose from time to time by the University.
The Minimum Qualifying Marks for General Candidates are 55% at Post Graduation Level (50% in case of Reserved Categories),
(b) In the Entrance Examination conducted by the University at the National Level on the Pattern of the University Grants Commission (UGC) / Council of Scientific & Industrial Research (CSIR).
However, the Candidates holding M.Phil. Degree or those who have cleared the Joint Entrance Screening Test (JEST) held by the Department of Atomic Energy (DAE) / University Grants Commission – National Eligibility Test (UGC-NET) / Graduate Aptitude Test in Engineering (GATE) of conducted by the Indian Institute of Technology (IIT) / Indian Institute of Science (I.I.Sc.) / those having at least Five (05) Years of the related Teaching / Practical / Industry / Professional Experience as validated by the respective Disciplines may be exempted from appearing in the Indira Gandhi National Open University Entrance Examination (IGNOUEE).

Additional Eligibility Conditions have been prescribed by individual Disciplines. Duration: Maximum Durations of the Ph.D. Program and the M.Phil. Program are 05 Years and 04-Years respectively.
At the same time, Application Forms of the Candidates, who are supposed to take the Entrance Examination before facing Personal Interview, shall be scrutinized for Eligibility.
The Discipline-wise List of the Eligible Candidates appearing in the IGNOU M.Phil. / Ph.D. Entrance Examination will be displayed on the IGNOU Website. Hall Tickets enabling the Candidates to take the IGNOU Entrance Examination will be dispatched by the Research Unit and also displayed on our Website.

In case non-receipt of the Hall Tickets by the Candidates dispatched by Post, then they should download the same from the Website and appear in the Examination.
The Candidates should regularly visit IGNOU Website for Research related Information and Notifications.
The Research Unit, in cooperation with the Teaching Faculty of the University, will conduct the IGNOU Entrance Examination on the Date fixed for the purpose and announce in advance to help you make your Travel Arrangements.
Generally the IGNOU Entrance Examinations are organized in the Last Week of April and September for respective cycles of Admission beginning July and January every year.
The Candidates who are successful in the Entrance Examination will be duly informed and called for Interview / Viva-voce / Presentation of the Research Proposal before the Doctoral Committee of the Discipline.
Those candidates who are exempted from appearing in the Entrance Examination will also be summoned to make their Presentations before the Doctoral Committee. Here again, the Doctoral Committee may give Guidance on your Research Proposal. It is at the discretion of the Doctoral Committee to conduct Personal Interview / Viva-voce / Presentations according to the convenience of the Experts.
The details of the Candidates who are finally selected by the Doctoral Committee along with the Allotted Supervisor/s in each Case will be sent to the School Board for consideration.
In the case of M.Phil., the Topic of Dissertation shall also be decided at the time of Personal Interview / Viva-voce and would be recommended to the School Board for consideration.
The admission of the Candidates recommended by the School Board will be placed for final approval to the Research Council (RC) / Research Council Standing Committee (RCSC) after which an Offer Letter (OL) for Provisional Admission / Registration will be sent by the Research Unit to the Candidates. Through the Offer Letter Candidate will be informed of his / her Selection, and thus, he / she shall be advised to deposit the required Fee for the M.Phil./ Ph.D Program within a stipulated time.
It is only when the Candidates deposit the Fee that they are technically admitted to the Research Program. You will then be assigned an Enrolment Number by the Research Unit (RU).
Failure of depositing Fee within the stipulated time will result in cancellation of your Admission.
If the Topic of Research and the Research Proposal are not finalized at the time of Interview then the Candidates may be given maximum Six (06) Months’ time to work on your Research Topic to finalize the Title, Methodology, Research Approach, and such aspects of your Work as are advised by the Doctoral Committee.
You will be guided by your Supervisor/s in this matter.
You should finalize your Topic and Research Proposal within Six (06) Months of your Provisional Admission / Registration.
In case you fail to do so, then your Admission will be cancelled and no refund of Fee will be made.
Please understand that it is your responsibility to finalize the Research Topic and Research Proposal within the allotted Six Months’ period.
After the Finalization of your Research Proposal and its approval by the Research Council / Research Council Standing Committee, you would be issued a Confirmation Letter.
With this your Admission into the University’s Research Program is formalized.
Program Fee Program Fee:
The Doctorate of Philosophy Program Fee is Rs.7,000/- Per Annum for a period of 02 Years.
Master of Philosophy Candidates have to pay One-Time Fee of Rs.10,500/-, which is inclusive of the Course Fee. Individual Disciplines may assign Course Work for Doctorate in Philosophy Candidates for which Additional Fee may be charged (The Fee as stated above is subject to Revision as decided by the University from time-to-time).
For Fee details, the Amount is shown by default. Please enter the Demand Draft Number, Date, Amount, Place of Bank and Name of the Issuing Bank. Make sure that your Demand Draft is drawn in favor of the “Indira Gandhi National Open University (IGNOU) payable in New Delhi only.
In case you have bought the Prospectus by paying Rs. 1000/-, you need not enclose the Demand Draft. However, if you have downloaded the Application Form, you must attach Demand Draft.
Before sending / submitting the Filled-in Form to Director, Research Unit, please check out and ensure whether you have:
- affixed your Photograph.
- enclosed the attested certificates as proof of information given.
- enclosed Category Certificate for SC/ST/PH/OBC (Non-creamy Layer) Minority Candidates. No change of category shall be entertained from student after the submission of Application Form.
- enclosed Age certificate wherever required.
- enclosed a Demand Draft as Application Fee and have written your Name, Programme Code, Discipline and Application Form Number on the reverse of the Demand Draft issued by bank.
- In case of Below Poverty Line Students, Documentary-proof (photocopy of the BPL Ration Card) is to be attached separately.
- Enclosed Annexure RU-III and RU-IV.
